【Abstract】The release and implementation of GB 39800.3-2020,Specifications for the provision of personal protective equipment-Part3:Metallurgy,nonferrous metals,has played a positive role in the field of work safety and protection forworkers’ safety and health.This paper introduces the background,basis and main contents of the standard,which provides  guidance and reference for better implementation of the standard.

Introduction

Personal protective equipment is an important means to protect occupational hazards and workers’ life safety.  For personal protective equipment, China has successively formulated and promulgated a series of national standards for personal protective equipment, such as GB/T29510-2013 basic Requirements for Personal Protective Equipment and GB/T11651-2008 Standard for Selection of Personal Protective Equipment, etc., but these national standards are all recommended.  It is a voluntary standard adopted through economic means or market regulation, and lacks coercive effect.  

GB 39800.3-2020 “Personal protective equipment Equipment Specification part 3: Metallurgy, Non-ferrous metals” (2) standard was released on December 24, 2020 and officially implemented on January 1, 2022. It is a mandatory national standard for personal protective equipment and provides legal basis for personal protective equipment equipment in metallurgy and non-ferrous industries.  

1 standard drafting background  

With the rapid development of China’s economy, production safety accidents occur from time to time all over the country, especially the occurrence of serious production safety accidents, which cause heavy losses to the safety of people’s lives and property, causing widespread concern in the society.  

Metallurgical and non-ferrous industries are the basic industries of China and an important part of the national economy.  At present, there are a variety of enterprises producing different products, complex and diverse equipment, large volume, high smelting production temperature;  Dust is harmful, toxic and harmful substances, belong to accident-prone industries, occupational hazards are more, for safety protection requirements are also higher.  

From the China association of professional committee of the metallurgical industry safety production safety of 36 member unit to submit the company 2016 annual production safety statistics, 36 large enterprises, a total of 424 casualties accidents occurred, including 23 deaths, serious injury accident 24, 377 minor accidents, ppe missing or defective accounted for 18.18% of all deaths.  Investigate its reason, is not caused by the lack of individual protective equipment product standards in our country, but due to lack of individual protective equipment is equipped with standard of management, enterprises lack of the basis of individual protective equipment is equipped with relevant departments also lack of law enforcement basis, due to personal protective equipment missing or defective eventually lead to the death toll is higher.  

China has clear provisions on personal protective equipment at the legal level, such as Article 42 of Work Safety Law of the People’s Republic of China;  Article 54 of labor Law of the People’s Republic of China;  In “law of prevention and treatment of occupational disease of People’s Republic of China” 23 (specific provisions are not described here repeatedly) have relevant requirements.  

As for the personal protective equipment equipment standard, there is only one GB/T 29510-2013 Basic Requirements for Personal Protective Equipment For a long time, which puts forward general requirements on the identification principles and methods of hazardous factors, equipment procedures, management and training of personal protective equipment, etc.  However, there is a lack of equipment management content for specific industries and specific types of work, and because it is a recommended national standard, it is often difficult to provide specific equipment guidance and equipment constraints for users in various industries in practice.  

In the second half of 2016, entrusted by the former Department of Policies and Regulations of the State Administration of Work Safety, the National Technical Committee for Standardization of Personal Protective Equipment organized Shanghai Institute of Work Safety and other institutions to carry out special research on the equipment of personal protective equipment in some key industries.  In this research, field research, discussion and exchange, questionnaire survey and other methods were adopted. With metallurgy, non-ferrous metals, petroleum, chemical industry, natural gas and other industries as the starting point and research focus, field research was conducted on the equipment, management and use of personal protective equipment in relevant industries.  This investigation has exposed the problem of the lack of personal protective equipment equipment standards in metallurgy and non-ferrous industries. Therefore, it is urgent to accelerate the formulation of personal protective equipment equipment standards in metallurgy and non-ferrous industries.  

2 Scope of application  

GB 39800.3-2020 “Personal protective Equipment Equipment Specification part 3: Metallurgy, non-ferrous metals” stipulates the overall requirements for the equipment of personal protective equipment (labor protective equipment), identification and evaluation of hazard factors and the equipment of personal protective equipment of employers in metallurgical and non-ferrous industries.  The standard is applicable to the equipment and management of personal protective equipment for all employing units and their employees in metallurgical and non-ferrous industries.  Mainly for metal smelting and calendering processing industry practitioners.  

The standard is not applicable to the equipment and management of personal protective equipment for fire fighting in mining, mineral processing, metallurgy and non-ferrous industries.  The standard requirements for mining and mineral processing shall be in accordance with GB 39800.4-2020 Personal Protective Equipment Specification part 4: Non-coal mine Mountain.  

3 Main contents of the standard  

3.1 General Requirements  

GB 39800.1 2020 “individual protective equipment is equipped with a standard Part 1: general rules for individual protective equipment (i.e., labor protection articles) equipped with the general requirements, including the principles, processes, work place hazards identification and evaluation, the choice of individual protective equipment, tracking back, to waste and replacement, training and use, etc.  GB 39800.3-2020 Personal Protective Equipment Equipment Specification Part 3: Metallurgy and Non-ferrous Metals is the specific implementation standard for metallurgy and non-ferrous industries. The equipment principle, equipment management and equipment process of personal protective equipment shall be implemented in accordance with GB 39800.1-2020 Personal Protective Equipment Specification Part 1: General Provisions.  

3.2 Identification and assessment of hazard factors  

Identification of dangerous and harmful factors is the premise and basis of correctly equipping ppe.  Standard compilation group according to GB 39800.1-2020 Personal protective equipment specification part 1:  General Principles and GB/T13861-2009 Classification and Code of Hazardous and Harmful Factors in Production Process (, and combined with the characteristics of safety production in metallurgy and non-ferrous industries, the main types of operations involved in the production process of relevant industries and the hazards caused by the factors were identified, and the applicable labor protection for each type of operations  

Supplies were collected.  

The employer should identify and assess the hazard factors that may be involved in the production process according to the characteristics of safety production in the industry, and take this as the basis for selecting suitable ppe.  Different enterprises, different production processes and different degrees of automation, even the same job may be equipped with different ppe.  

3.3 Equipment of personal protective equipment  

Due to the complexity of each type of work, it is impossible to specify what kind of ppe each type of work should be equipped with. It is stipulated in the standard that the user should select the corresponding PPE according to the hazard factors and hazard assessment identified in the workplace.  However, in order to facilitate the equipment of personal protective equipment for metallurgical and non-ferrous industry employees, the standard has formulated an informative appendix for users’ reference.  

In addition, due to the numerous enterprises, different enterprises in the production process, equipment and other difference is very big, the name of the type of work are different, so in order to more typical and normative, typical of the type of work based on this standard classification ceremony of the People’s Republic of China (2015 edition) “in the metal smelting and rolling processing personnel 5.  The possible hazardous factors of typical jobs mainly refer to the main tasks of each job in the People’s Republic of China Classification of Occupations (2015 edition), and the introduction of hazardous and harmful factors in GBZ/T231-2010 Technical Specification for Occupational Health Protection in Ferrous Metal Smelting and Rolling Industry (6).  

For individual protective equipment, differ as a result of season relationship factors in standard staff considering the metallurgical enterprises in the production process of the production environment temperature influence is bigger, and the north and the south of the difference of enterprise so indicate in the “informative” appendix B “seasonal temperature changing enterprise region larger areas, according to season protective equipment configuration in the spring and autumn, winter and summer,  The maximum replacement period will also change accordingly.  

3.4 the appendix  

GB 39800.3-2020 “Specification for the Allocation of personal protective equipment — Part 3: Metallurgy and Nonferrous Metals”, the two appendices are information appendices (as shown in Table 1 and Table 2).  Among them, Appendix A stipulates metallurgical and non-ferrous industry types and their possible hazard factors;  Appendix B stipulates the equipment of personal protective equipment for metallurgical and non-ferrous industries.  According to the hazard factors of each type of work, and combined with the protective function and application scope of ppe, the standard compilation group made suggestions on the specific equipment of PPE for each type of work.  Employers in metallurgical and non-ferrous industries can refer to this appendix for personal protective equipment.

GB 39800.3-2020 “Specification for personal protective equipment — Part 3:  The formulation and implementation of metallurgy and nonferrous metals not only provides a basis for the individual protective equipment of metallurgy and nonferrous metals enterprises, but also provides law enforcement and supervision basis for law enforcement personnel to provide supervision of individual protective equipment. At the same time, the individual protective equipment of metallurgy and nonferrous metals industry can be equipped with guidance and constraints.  It has important social benefits to urge enterprises to implement the main responsibility of individual protective equipment management.  

In addition, many metallurgical and non-ferrous enterprises in China have problems such as insufficient quantity of personal protective equipment and non-standard scrap cycle. Therefore, the formulation and implementation of this standard will enable personal protective equipment to play the role of “the last line of defense” more effectively and become a strong guarantee for workers’ safety protection.
